The GLOBAL LOCAL FORUM think tank : an international network
Created in Dakarin 2008, Global Local Forum is an international ‘laboratory of ideas’ which aims to contribute to mutual development between territories, reflect and stimulating innovative forms of cooperation, as well as re-aligning the economy to serve the people in the dialogue between territories. It gathers members from 32 countries on all the continents that look beyond their ideological convictions, their beliefs, and their own limits, to generate collaborative diagnoses on the key-role of territories as crucibles of human progress and sustainable economic development. This work takes place against the backdrop of aspirations for fairer a distribution of global public goods, and a new more dynamic strategy in the field – one closer to everyday realities and to the well-being of the majority of the world’s population.
Le GLOBAL LOCAL FORUM, un « think tank » international en réseau
Dans le foisonnement dynamique du débat autour des approches territoriales, Global Local Forum, comme « laboratoire d’idées » ou « remue méninge » international, entend contribuer à enrichir et aider à structurer les notions et concepts correspondants, par un renouvellement de la réflexion sur la coopération au développement. Il s’agit de repérer et valoriser les plus-values envisageables et leur impact territorial par un croisement des regards de la part des acteurs et chercheurs de tous horizons sur des logiques partenariales : inventer un nouveau développement mutuel entre territoires, réfléchir et impulser des formes innovantes de coopération. La coopération décentralisée, ce sont des territoires qui échangent. Cette dynamique s’appuie sur l’engagement et la contribution d'un réseau de "Groupes géographiques" et de "Correspondants" GLF présents sur les différents continents tout en respectant la multiplicité des analyses et en leur permettant d’être entendues.

In der wachsenden Dynamik der Debatte über regionale Ansätze möchte das Global Local Forum als Ideenlabor oder internationales Brainstorming zur Bereicherung dieser Debatte beitragen und helfen, zusammengehörende Begriffe und Konzepte durch neues Nachdenken über Entwicklungszusammenarbeit zu strukturieren. Es geht darum, in der Konfrontation unterschiedlicher Sichtweisen von Akteuren und Wissenschaftlern aus allen Disziplinen durch partnerschaftliche Herangehensweise den denkbaren Mehrwert und seine Auswirkung auf die Regionen herauszufinden und zu bewerten, eine neue gemeinsame Entwicklung von Regionen zu erarbeiten und fruchtbar zu machen sowie über neue Formen der Entwicklungszusammenarbeit nachzudenken und diese anzustoßen. In der dezentralisierten Entwicklungszusammenarbeit kommunizieren die Regionen miteinander. Diese Dynamik stützt sich auf das Engagement und die Beiträge eines Netzwerks von „Geografischen Gruppen“ und „Korrespondenten“ des GLF auf unterschiedlichen Kontinenten. Es geht darum, die Vielzahl der Analysen zu respektieren und ihnen Gehör zu verschaffen.

Creado en Dakar, Seneral en 2008, el Foro Global Local es un “laboratorio de ideas” internacional que tiene como objetivo contribuir al desarrollo territorial, a la reflexión y a la creación de formas innovadoras de cooperación. El Foro reúne a miembros provenientes de 32 países de todos los continentes, quienes ven más allá de sus propias ideologías, creencias y limitaciones para generar en conjunto diagnósticos sobre el importante papel del territorio como elemento crucial del desarrollo humano y del desarrollo económico sustentable. El Foro tiene como objetivo contribuir a que se logre una distribución más justa de los bienes públicos mundiales y se creen nuevas estrategias de trabajo de campo, más cercanas a la realidad cotidiana y al bienestar de la mayoría de la población mundial.

Вусловиях стремительного роста дебатов об управлении территориями, Global Local Forum как «лаборатория идей» или международный « remue méninge » ставит своей целью способствовать развитию и структурированию соответствующих понятий и концепций через возобновление размышлений над вопросами кооперации в области экономического развития. Речь идет о выявлении и распространении наиболее эффективных методов кооперации и их воздействия на развитие территории через поливалентный взгляд и актеров и исследователей со всех горизонтов на подходы к кооперации: разработке нового совместного развития территорий, обдумывании и придании импульса инновационным формам кооперации. Децентрализованное сотрудничество - это обмен между территориями. Это движение опирается на вклад, привносимый сетью «географических групп» и «корреспондентов» GLF, находящихся на разных континентах, учитывая многообразие методов и позволяя им быть услышанными.

W kontekście dynamicznie rozwijającej się debaty na temat podejścia terytorialnego w polityce regionalnej, Global Local Forum, jako międzynarodowe „laboratorium idei” lub międzynarodowa „burza mózgów”, pragnie wzbogacić i pomóc w ustrukturyzowaniu pojęć i koncepcji poprzez włączenie się w refleksję poświęconą współpracy rozwojowej. Naszym celem jest rozpoznanie i rozpowszechnienie najbardziej możliwych korzyści i ich wpływu terytorialnego poprzez wymianę opinii podmiotów i badaczy reprezentujących różne poglądy na wspólny temat: stworzyć nową, innowacyjną formę współpracy międzyregionalnej. We współpracy zdecentralizowanej ważne jest współdziałanie regionów. Nella ricchezza del dibattito attorno agli approcci territoriali, Global Local Forum, come « laboratorio di idee » ossia di « brainstorming» internazionale, intende contribuire ad arricchire ed aiutare a sviluppare idee e concetti ivi connessi, attraverso un rinnovamento della riflessione sulla cooperazione allo sviluppo. Si tratterebbe di identificare e di valorizzare le plusvalenze possibili e loro impatto sul territorio facendo incrociare gli sguardi degli attori e dei ricercatori di tutti gli orizzonti sulla base di logiche di partenariato: inventare un nuovo sviluppo reciproco fra i territori, riflettere e stimolare forme innovative di cooperazione. La cooperazione decentrata, vuole dire dei territori che scambiano. Questa dinamica si basa sull’impegno e il contributo di un rete di "Gruppi geografici" e di "Corrispondenti" GLF presenti nei diversi continenti, nel rispetto de la molteplicità delle analisi e nell’offrirle l’opportunità di essere ascoltate.

Thời gian qua, khi các cuộc tranh luận về những vấn đề liên quan đến Vùng lãnh thổ bùng ra rất năng động thì Tổ chức Global Local Forum, được coi là “Phòng thí nghiệm quốc tế các ý tưởng” (laboratoire d’idees) hoặc “Trí tuệ tập thể tìm giải pháp” (brainstorming) vẫn tiếp tục có những đóng góp tích cực nhằm dần hoàn chỉnh và làm phong phú nội dung các khái niệm, thông qua việc đổi mới cách suy nghĩ và tiếp cận về hợp tác vì sự phát triển bền vững giữa các Vùng lãnh thổ. Mạng lưới của tổ chức gồm các tác giả và các nhà nghiên cứu ở khắp các nơi trên thế giới thường xuyên trao đổi, giao lưu so sánh cọ xát các ý tưởng, quan điểm nhằm phân tích, đánh giá nâng cao giá trị của hợp tác phát triển Vùng như: hình thành một dạng phát triển tương hỗ mới giữa các Vùng, tìm tòi và khuyến khích đổi mới các dạng hợp tác. Nhấn mạnh hợp tác phi tập trung là sự hợp tác trao đổi giữa các Vùng lãnh thổ. Reunindo membros de 32 países de todos os continentes que têm em comum a vontade de olhar para além das suas convicções ideológicas, das suas crenças e dos seus próprios limites, a Fórum pretende gerar diagnósticos sobre o papel crucial dos territórios como cadinhos de progresso humano e desenvolvimento económico sustentável. Este trabalho tem como pano de fundo as aspirações para uma distribuição mais justa dos bens públicos globais, e uma estratégia nova e mais dinâmica - mais próxima das realidades quotidianas e das preocupações com o bem-estar da maioria da população do mundo.

This mutual development can be based on a participatory approach of various forms only if they are not imposed from a “top down” process or from the "outside." While we observe the reinforcement of new competitions based on attractiveness, economic development, but also, issues of social cohesion or cultural diversity, developing territories owe their development less to outside support than to the existence of an intelligent, proactive or strategic dynamic. This phenomenon tends to be increasing.
Until now, strictly thematic or sectorial approaches, lead, most often, to strengthen boundaries of all kinds. An addition of unrelated projects is not development. It is sometimes the opposite, especially if they are brought without the knowledge of political and economic responsibilities, on both local and national scales. Because they have a role of "turnkey", local and territorial authorities have the ability to move their forces to serve a social, sustainable and shared economic development in accordance with the states policy. Considering the territory is considering the reality, the potential of local development - or endogenous - by identifying real issues with people and actual or potential 'actors', including those from the outside. "Migrants" are part of this dynamic.
This requires a search for synergies and a capacity to anticipate (prospectively) but also a continuous monitoring (business intelligence) in order to decide and act. This implies that prospective experts in prospective and business intelligence are able to discuss the issues related to economic development, attractiveness of territories, territorial marketing. To foster interactions is to fuel innovation. The dynamics of sustainable development, as the new practices of local economy, are new assets, which have to be strengthened along with the development of a global economy. The multi-level governance, as promoted by the Committee of Regions of the European Union and the OECD as well as by the Economic and Monetary Union of West Africa (UEMOA) in particular, is at the heart of the process.
Thus, this website is multilingual. It will gradually open up, if necessary, to others in terms of both the commitment and the use of Global Local Forum participants, but also the dynamism of its correspondents and local and regional groups. To this end, correspondents and Local and Regional Groups, in accordance with the objectives of GLF are the main actors who produced works carried out in networking, in order to present analysis, concrete and constructive proposals. These include the cultural diversity that makes the complexity but also the wealth of this world both locally and globally.
The creation of new Groups is committed by the authorities of Global Local Forum, which provide technical support, and check the consistency and relevance of the project. The members of the initiative group come from 32 different countries and all continents. They chose to mix origins and professions for an intersectional approach and abundant, excluding all forms of sectarianism. Thus, Artists, philosophers and journalists join economists, historians and geographers, development actors, state officials and local officials, professionals of local or international action...
Discussion meetings, focus groups and geographical themes, editorial and event productions: Global Local Forum is built around a network of international correspondents and Groups GLF, seeking with ambition but with modesty, to identify and better understand the work done by others on all continents.
That is the purpose of the Local Global Forum: the economy serving the people in the dialogue between territories.

Ce développement mutuel gagne à être fondé sur une démarche participative, même si les formes peuvent en être diverses à condition de ne pas être imposées « du haut » ou "de l’extérieur". Alors que se renforcent les compétitions nouvelles de l’attractivité, du développement économique, mais aussi les enjeux de la cohésion sociale, de la diversité culturelle, les territoires qui se développent le doivent de moins en moins aux appuis extérieurs et de plus en plus à l’existence d’une dynamique volontariste et intelligente ou stratégique.
Les approches strictement thématiques ou sectorielles n'aboutissaient, le plus souvent, qu'à renforcer les cloisonnements de toutes sortes. Une addition de projets sans liens entre eux ne fait pas du développement. C’est même parfois le contraire, surtout s’ils sont parachutés dans l’ignorance des responsabilités politiques et économiques tant locales que nationales. Parce qu’elles ont un rôle d’ "ensemblier", les collectivités et autorités territoriales ont la capacité de mettre en mouvement leurs forces vives au service d’un développement économique, social, durable et partagé et dans le respect de la politique des Eats. Partir du territoire, c’est partir de la réalité, des potentialités du développement local - ou endogène - par un repérage des véritables enjeux, avec les populations et les « acteurs » actuels ou potentiels, y compris ceux de l'extérieur. Les "migrants" sont partie prenante de cette dynamique.
Cela nécessite la recherche de synergie(s) et de capacité(s) à anticiper (prospective) et rester en veille permanente proactive (intelligence économique), pour décider et agir. Cela suppose que les experts en prospective et intelligence économique puissent échanger autour des questions relatives au développement économique, à l'attractivité des territoires, au marketing territorial. Favoriser les interfaces, c’est susciter l’innovation. Les dynamiques du développement durable comme les nouvelles pratiques de l’économie de proximité constituent des atouts nouveaux qu’il convient de consolider parallèlement au développement d’une économie globale. La gouvernance à multi niveaux (multi level governance), telle que promue le Comité des Régions de l’Union Européenne et par l’OCDE ainsi que par l’Union Economique et Monétaire de l’Afrique de l’Ouest (UEMOA) notamment, est au cœur de la démarche.
La francophonie moderne et ouverte, conforme à la conception initialement proposée par l’un de ses illustres fondateurs, le Président Senghor, reprise et confirmée lors du Sommet de Hanoï de 1997, puis développée et renforcée par les responsables actuels de l’O.I.F. sous la présidence du Président Adbou Diouf, est conviée en priorité et avec d’autres.
D’emblée l’expression de ce site internet est donc engagée en plusieurs langues. Il pourra s’ouvrir progressivement, si besoin était, à d’autres en fonction tant de l’engagement et de l’usage qu’en feront les participants au Global Local Forum, que du dynamisme de ses Correspondants et Groupes régionaux et locaux (y compris pour la traduction). A cet effet, les Correspondants et Groupes locaux et régionaux, en conformité avec les objectifs de GLF, sont les acteurs principaux avec des travaux conduits en réseau (networking) en vue de pouvoir présenter des analyses et propositions concrètes et constructives. Celles-ci intègrent la diversité culturelle qui fait la complexité mais aussi la richesse de ce monde à la fois local et global.
Toute nouvelle création de Groupe est validée par les instances de Global Local Forum, qui apportent un appui technique, et qui en vérifient la concordance comme la cohérence avec la démarche choisie et régulièrement évaluée. Chaque Groupe géographique peut conduire ou contribuer à des travaux de réflexion associant tous les groupes et correspondant intéressés et avec les partenaires concernés. Ces travaux peuvent donner lieu à publication avec l’appui du Secrétariat Général de GLF à Paris et Dakar.
Le vœu des initiateurs du Manifeste ci contre, est de passer à une dimension supérieure, d’y faire un enjeu de premier rang du débat public mondial, d’interpeller la communauté du développement et d’y associer la société de la connaissance. Ils entendent rassembler ceux qui, au-delà de leurs choix idéologiques et de leurs réflexions personnelles ou collectives sur les modèles, leurs vertus et leurs limites, partagent le diagnostic sur le rôle clé des territoires comme lieu du progrès humain et de développement économique et durable, par le partage équitable des Biens publics mondiaux et une nouvelle stratégie, plus dynamique et plus proche des réalités, du bien-être pour le grand nombre.
Les membres du Groupe d’initiative, présentés par ailleurs, sont originaires de 32 pays différents et de tous les continents. Ils ont choisi de mêler origines et professions pour une approche croisée et foisonnante à l’exclusion de tout sectarisme. Artistes, philosophes et journalistes rejoignent ainsi économistes, historiens et géographes, acteurs du développement et responsables étatiques et élus locaux, professionnels de l’action locale ou internationale, …
Rencontres-débats, groupes de réflexion géographiques et thématiques, productions éditoriales et événementielles : Global Local Forum se construit ainsi autour d'un réseau international de Correspondants et Groupes GLF, en cherchant, avec ambition mais aussi avec modestie, à repérer et mieux connaître les travaux conduits par d’autres sur tous les continents.
Tel est l’objet du Global Local Forum : l’économie au service des hommes dans le dialogue des territoires.

Diese gemeinsame Entwicklung gewinnt, wenn sie auf einem partizipativen Ansatz gegründet ist, selbst wenn die Formen unterschiedlich sein können, unter der Bedingung allerdings, dass sie nicht von „oben“ oder „von außen“ aufgezwungen worden sind. Wenn sich so der neue Wettstreit über Attraktivität, über wirtschaftliche Entwicklung, aber auch über die Probleme des sozialen Zusammenhalts und der kulturellen Vielfalt verstärkt, schulden das die Regionen immer weniger einer Unterstützung von außen, sondern mehr und mehr der Existenz einer gewollten Dynamik, sei diese intelligent oder strategisch.
Rein thematische oder sektorielle Herangehensweisen führten in der Vergangenheit häufig nur zu allen möglichen Abschottungen. Ein Nebeneinander von Projekten, die untereinander nicht verbunden sind, macht noch keine Entwicklung. Manchmal erreicht diese Unverbundenheit der Projekte sogar das Gegenteil, vor allem wenn sie von oben übergestülpt werden, ohne dass man die lokalen oder nationalen politischen und wirtschaftlichen Zuständigkeiten berücksichtigt. Weil sie zusammenführen können, haben die Gemeinschaften und territorialen Autoritäten die Fähigkeit, ihre lebendigen Kräfte in den Dienst einer wirtschaftlichen, sozialen, nachhaltigen und geteilten Entwicklung unter gleichzeitigem Respekt der Politik der Staaten in Bewegung zu setzen. Von einer Region auszugehen, heißt von der Realität der Potentiale lokaler Entwicklung – oder endogener – auszugehen durch das Aufspüren der wirklich wichtigen Themen mit Hilfe der Bevölkerung und den aktuellen oder potentiellen „Akteuren“, inklusive derjenigen von außerhalb. „Migranten“ sind aktive Teilnehmer an dieser Dynamik.
Sie erfordert die Suche nach Synergien und die Fähigkeit zu antizipieren sowie in ständiger proaktiver Bereitschaft zu sein, wirtschaftlich intelligent zu handeln und zu entscheiden. Das setzt voraus, dass vorausschauende und wirtschaftlich intelligente Experten sich austauschen können über Fragen bezüglich der wirtschaftlichen Entwicklung, der Attraktivität von Regionen und des regionalen Marketings. Diesen Austausch zu begünstigen, heißt einen Geburtshelfer für Innovationen zu installieren. Die Dynamiken der nachhaltigen Entwicklung wie der neuen Praktiken der Wirtschaft der Nähe stellen neue Möglichkeiten dar, die es parallel zur Entwicklung einer globalen Wirtschaft zu konsolidieren gilt. Die Mehr-Ebenen-Regierung (multi level governance) wie sie vom EU-Komitee der Städte und Regionen, von der OECD und der Westafrikanischen Wirtschafts- und Währungsunion (UEMOA) vertreten wird, ist das Herz dieses Ansatzes.
Die moderne und weltoffene Frankophonie ist hierzu zuallererst eingeladen gemäß ihrer ursprünglichen Konzeption durch einen ihrer hervorragenden Gründer, den Präsidenten Senghor, welche wieder aufgenommen und bestätigt wurde anlässlich des Gipfels in Hanoi 1997, dann weiterentwickelt und gestärkt durch die aktuell Verantwortlichen der Internationalen Organisation der Frankophonie unter der Präsidentschaft von Abdou Diouf; aber andere ebenso.
Aus diesem Grunde ist diese Internetsite insgesamt in mehreren Sprachen gestaltet. Sie kann sich je nach Bedürfnis nach und nach anderen Sprachen öffnen ebenso wie anderen Funktionen, je nach Engagement und dem Gebrauch, den die Teilnehmer am Global Local Forum, die Korrespondenten sowie die lokalen und regionalen Gruppen (einschließlich derjenigen für Übersetzung) davon machen. Deshalb sind die Korrespondenten sowie die lokalen und regionalen Gruppen die wichtigsten Akteure dieses Networking im Hinblick darauf, Analysen sowie konkrete und konstruktive Vorschläge auf dieser Internetseite präsentieren zu können. Diese integrieren die kulturelle Vielfalt, die die Ursache von Komplexität ist, aber auch des Reichtums dieser Welt, der gleichzeitig lokal und global ist.
Jede Gründung einer neuen Gruppe muss von den Instanzen des Global Local Forums bestätigt werden, die technische Unterstützung bieten und die Einklang und Übereinstimmung mit den Ansätzen des GLF überprüfen und regelmäßig evaluieren. Jede geographische Gruppe kann Reflexionen oder Beiträge zu Reflexionen einbringen, indem sie alle interessierten Gruppen oder Korrespondenten und betroffene Partner zusammenbringt. Diese Arbeiten können mit der Unterstützung des Generalsekretariats des GLF in Paris oder Dakar veröffentlicht werden.
Es ist der Wunsch der Initiatoren dieses Manifestes die Bemühungen um den regionalen Ansatz auf eine höhere Ebene zu heben, dieses Thema als ein wichtiges in der globalen öffentlichen Debatte zu etablieren und die Vertreter der Entwicklungszusammenarbeit und der Wissensgesellschaft zur Teilnahme an dieser Diskussion aufzufordern. Sie wollen vielmehr diejenigen zusammenführen, die über ihren ideologischen Standpunkt und ihre persönlichen oder gemeinsamen Reflektionen hinaus, die Diagnose der Schlüsselrolle der Regionen teilen als Ort des menschlichen Fortschritts und der wirtschaftlichen Entwicklung durch gerechte Teilhabe an den öffentlichen Gütern dieser Welt und als eine neue Strategie, zugleich dynamischer und näher an den Wirklichkeiten, für das Wohlergehen der großen Zahl.
Die Mitglieder der Initiativgruppe, die woanders vorgestellt werden, kommen aus 32 Ländern und von allen Kontinenten. Sie haben sich entschlossen Herkunft und Berufe zu mischen für einen Ansatz, in dem sich alle Möglichkeiten fruchtbar kreuzen können unter Ausschluss jeden Sektarismus. Künstler, Philosophen und Journalisten sind ebenso mit von der Partie wie Ökonomen, Historiker, Geographen, Akteure der Entwicklungszusammenarbeit, Vertreter von Staaten, gewählte lokale Repräsentanten, Experten von Aktionen auf lokaler oder internationaler Ebene, …
Ob durch Diskussionstreffen, geographische und thematische Reflexionsgruppen, Veröffentlichungen oder Veranstaltungen: Das Global Local Forum konstituiert sich um ein internationales Netzwerk von Korrespondenten und GLF-Gruppen, um mit Ehrgeiz wie Bescheidenheit die Arbeiten, die von anderen auf allen Kontinenten ausgeführt werden, zu ausfindig und besser bekannt zu machen.
Die Wirtschaft im Dienst der Menschen im Dialog der Regionen, das ist das Ziel des Global Local Forums.
